Efforts to relocate tsunami-devastated coastal communities to higher ground run into bureaucratic obstacles.
Since last year's earthquake and tsunami, Japan's government has passed three emergency budgets totalling $170bn for recovery and reconstruction. Some of that money is to be used to relocate devastated coastal communities to safer, higher ground, but as yet there are still no concrete plans to do this.
