The government's request means that the No. 4 and No. 5 reactors at Hamaoka nuclear power plant in Omaezaki should be shut down immediately. The No. 3 reactor has been offline due to regular inspections, and the No. 1 and No. 2 reactors are being decommissioned.
Kan cited in a news conference a study of the education ministry's panel that put the chances of a magnitude-8.0 or stronger earthquake striking the Tokai region within 30 years at 87 percent.

Moron's Build Nuclear Power Plant Directly Over Major Earthquake Fault
Yesterday Prime Minister Naoto Kan announced his intention to have the nuclear power plant located at Hamaoka in Shizuoka Prefecture cease operations and have the nuclear power plant decommissioned. In his remarks Kan stated that the plant which is built directly over a major earthquake fault had a 87% chance of being hit by a magnitude 8.0 earthquake sometime in the next 30 years which is nothing in geologic time. The fact that Chubu Electric was given authorization to build this facility at this location is astounding if your not Japanese. Because the former ruling party the Liberal Democratic Party of Japan is owned by the Japanese nuclear industry its not surprising.
