Trump attempts to bypass Congress on coronavirus relief, though his power to do so is unclear

For those living outside the U.S. Only the U.S. Congress has the power to tax and spend. Meaning that without legislation passed by the the House and the Senate no president has the unilateral authority to allocate funds in this way. It's completely unconstitutional.
