Ex-FBI chief Comey broke norms but not biased - watchdog report
A highly anticipated US Department of Justice report accuses ex-FBI director James Comey of being "insubordinate" but not politically biased.
Inspector General Michael Horowitz said he had broken "dramatically from FBI and department norms" in handling an inquiry into Hillary Clinton's emails.
Mrs Clinton has blamed Mr Comey for her election loss to Donald Trump in 2016.
The report also reveals Mr Comey used a private email account to conduct official FBI business.
FBI director Christopher Wray said he accepted the report's findings but he added that nothing in the report pointed towards political bias or impugned the FBI as an institution.

The world is on track to exceed 1.5C of warming unless countries rapidly implement “far-reaching” actions to reduce carbon emissions, according to a draft UN report leaked to Reuters.
The final draft report from the UN’s intergovernmental panel on climate change (IPCC) was due for publication in October. It is the guiding scientific document for what countries must do to combat climate change.
Human-induced warming would exceed 1.5C by about 2040 if emissions continued at their present rate, the report found, but countries could keep warming below that level if they made “rapid and far-reaching” changes.

The Trump administration has decided to house potentially hundreds of migrant children in tents in a remote area of Texas.
Young immigrants have been surging into increasingly full government shelters in the months since the administration began attempting to prosecute adults who seek to cross the US border, which has resulted in families being broken up.
With some existing facilities nearing capacity, the Department of Health and Human Services (HHS) - which has responsibility over unaccompanied immigrant children - has settled on constructing a temporary site in the border town of Tornillo, Texas.
UK aid charity Oxfam accuses France of migrant abuse
Oxfam has claimed French police have cut the shoe soles of migrant minors, altered their age on documents and forced them back to Italy. The report comes as Italy and France exchange harsh words over migrants.
French border guards have abused, detained and forcibly returned minors and other vulnerable migrants to Italy in violation of EU and French laws, the charity Oxfam said in a report on Friday.
The report, "Nowhere but Out," describes the dire situation of about 16,500 refugees and migrants — a quarter of them unaccompanied children — trapped in a no-man's land near the Italian coastal border town of Ventimiglia and the French town of Menton, near Nice.
The report comes amid heightened tensions between Italy and France after French President Emmanuel Macron accused Rome of "cynicism" and "irresponsible" behavior for its rejection of the Aquarius NGO ship carrying 629 migrants rescued from the Mediterranean.
Prominent journalist gunned down in Kashmir

A prominent Kashmiri journalist was shot and killed by unidentified gunmen Thursday in the capital of Indian administered Kashmir, sending shockwaves through the local journalistic community and underlining the insecurity that still plagues the restive region.
Shujaat Bukhari, the editor of Rising Kashmir, one of the region's leading newspapers, was killed as he was leaving the paper's office in downtown Srinagar, when the gunmen attacked his car. Two police officers provided to him by local authorities for his security were also killed in the evening attack, according to S.P. Vaid, the region's police chief.
Bukhari's killing sparked an outpouring of grief from prominent politicians and journalists alike -- in India, Pakistan and in his home of Kashmir, the Muslim majority region divided between the two nuclear-armed neighbours.
Abe-Kim summit could take place in Russia in September

Tokyo is preparing to arrange a summit between Prime Minister Shinzo Abe and North Korean leader Kim Jong Un in September in Russia, after Kim expressed his readiness to meet with Abe during his meeting with U.S. President Donald Trump, a government source said Thursday.
The two leaders could meet in Russia’s Far Eastern city of Vladivostok on the sidelines of the Eastern Economic Forum, which Abe is expected to attend. Kim has also been invited by Russia to take part.
Russian President Vladimir Putin recently invited Kim to make his first trip to the country since taking power in late 2011, and attending the forum, which is scheduled for Sept. 11-13, could be one opportunity.
