Russia has said some Western sanctions must be lifted before it begins a maritime ceasefire with Ukraine.
Within hours of the US announcing the two sides had agreed to halt strikes in the Black Sea in separate deals, the Kremlin said it would only take place once sanctions on a number of Russian banks were lifted.
The demands include revoking sanctions on the state agricultural bank Rosselkhozbank and restoring the firms' access to the Swift international payment system.

During an attack on Oscar-winning Palestinian director Hamdan Ballal on Monday, Israeli settlers were aided by two Israel Defense Forces soldiers who beat him with the butt of their rifles outside his home and threatened to kill him, the film-maker has said.
In an interview with the Guardian, Ballal, one of the four directors of the film No Other Land, which documented the destruction of villages in the West Bank and won best documentary at this year’s Academy Awards, recounted how two Israeli soldiers first encircled him while a settler was assaulting him, before violently striking him on the head and threatening to shoot him.

Sudan army retakes Khartoum airport from paramilitaries
The Sudanese army said on Wednesday it recaptured Khartoum airport from the Rapid Support Forces paramilitary group extending its battlefield gains after it reclaimed the presidential palace in a key victory on Friday. "The remnants of the RSF militia are fleeing" across the White Nile at the Jebel Awliya bridge, an army spokesman said.
The Sudanese army said it recaptured Khartoum airport from the Rapid Support Forces (RSF) and surrounded the paramilitaries south of the capital on Wednesday, marking its latest battlefield gains.
The army, battling the RSF since April 2023, had "fully secured" the airport from the paramilitary fighters who had been stationed inside, its spokesman Nabil Abdallah told AFP.
The takeover comes a day after the army was accused of one of the war's deadliest air strikes, killing at least 270 people in a market in the western Darfur region, according to eyewitnesses.
