To insure that Russia has full access to American policy development and implementation Donald Trump has decided that Putin BFF Rex Tillerson current CEO of ExxonMobil should become America's next Secretary of State.   While Rex Tillerson has no government experience or foreign expertise that doesn't matter he knows how to make great deals.  Given Rex Tillerson's employment history one has to wonder just whose interests he'll represent.  ExxonMobil's, his own, Donald Trump's or Vladimir  Putin's.   One can be sure they won't the interests of the United States.
