U.S. Governor Travels To North Korea To "Clam Them Down"

Bill Richardson Governor of the U.S. state of New Mexico is traveling to North Korea in an attempt; his words “To get North Korea to clam down.” Why would it be in North Korea’s best interests to ‘clam down’ when its previous provocations have led to rewards rather than admonishment from the governments involved with the Six Party Talks: Indeed governments have sanctioned the North; in fact the Americans have had sanctions in place for more than fifty years while Japan has completely cutoff all trade the net effect upon the North Korean government and its ruling elite have been negligible at best while large portions of the population subsist in starvation.
Governor Richardson can travel to North Korea to help clam the tensions on the Korean peninsula and one can assume leaders of North Korea will offer such platitudes but of the next navel engagement, artillery shelling or other provocation which leads to needless destruction or deaths? Will someone else travel to North Korea to clam the situation down or will they just ring their hands in frustration and offer more rewards to the North Koreans?
